 ‘People in management

The labor force in Sudan is estimated at about 15 million of the population; circa 75% working in Agriculture, 15% in Industry & Commerce and about 10% in governmental institutions. If one looks at Industry & Commerce and governmental institutions reasonable estimations indicate at about 250.000 people are working in management roles or functions all over the country, with a major part in Khartoum, the capital of Sudan.

 

Higher education

The present state of higher education in Sudan doesn’t reflect fair institutional possibilities for practical training in management and leadership. This is the main result of the ‘Report on the Consultation Mission in Sudan’ by the University of Padova, 2003.

The conclusion has been confirmed by a recent study amongst 56 training centers, mainly working in the field of administrative training (‘Administrative Training Institutes and Centers in Sudan’ by Newtech, August 2006). Among other results one agreed that Sudan being a developing country, needs a lot of continuous training. Organizations and institutions leaders are expected to be increasingly interested in training their employees and managers to develop their competencies especially post peace, oil production, and the country’s tendency towards industry.

 

Management training

In other recent market research, particular needs regarding management competencies were investigated (‘Need assessment on management competence development and management consultancy among key persons in Sudanese Private and Public sector and Administration’ by Norman Matil & Theo Snijders, August 2006). All respondents in this study emphasized Sudan’s great demand for management training and knowledge transfer.

 

Management consultancy services

Concerning management consultancy services the main topics mentioned in this need assessment are: ‘strategy & organization’, ‘strategic human resources’, ‘performance management related to requirements of effectiveness & efficiency’, ‘Project Management’ and ‘Public Governance’.

In the present situation hardly Sudanese management consultants are working in these fields in the context of developing management competency training programs. An overview by The Organizing Council for Consultancy Firms makes clear that most of their 93 registered consultancy firms are specialized in Engineering, Architecture & Urban Planning, and Economic Studies (El Istishari, Issue no 2., June 2006).

 

Dutch companies in Sudan

In Sudan about 40 Dutch companies are present at the market. Based on their experienced cooperation with Sudanese firms and looking at future demands, also from this side strong institutional support of Sudanese management is stressed.

Recently Arcadis BMB Management Consultants (NL) was appointed by the Department for International Development as the managing agent for the Basis Services Fund in South Sudan. It will play a dominant role especially in monitoring policy, implementation strategy development and direct business support. At short term attuning the plans of the Sudanese Dutch Management Center will be investigated regarding the management challenge in the South Sudan.

 

All studies make clear that in a profound initial target market in Sudan, there is an urgent need to set up a structural basis for management competence development and related management consultancy services.
